10-step guideline for Government Schools in India

The MHRD has recently taken up a 10 step guideline, covering all the major aspects related to the education and structure of school system, especially the Government Schools in India. The proposals are listed below:

  • Governance:
  1. All India Education Service is to be set up
  2. Creation of Autonomous Teacher Hiring Board
  • Teachers:
  1. Teachers must have the qualification of 4-year integrated BA/BSc/Bed course or 2-year PG Bed.
  2. Teachers must have the qualification of 5-year integrated course after class X for elementary teachers
  3. Teachers must have the qualification of 5-year integrated course after class XII for HS teachers
  4. Cadre of Principals
  5. Advanced 1-year diploma for secondary teachers to teach HS
  6. Increments , postings & performance linked awards to be given to the teachers
  7. Compulsory certification of Government and Private teachers every 10 years
  8. Shorter tenures and incentives to be provided for postings in tribal areas
  • Curriculum Renewal/ Exam Reform:
  1. National-level test for those who have completed Class XII to replace multiple entrance tests.
  2. Class X exams in Maths and Science at two levels-Basic & Higher
  3. Curriculum that addresses ‘national needs’ such as social cohesion, religious amity, national integration
  4. Evaluation criteria, expected answers should both be made public along with online comment
  • Vocational Studies:
  1. Those schools which have land can house vocational skill centers with NSDC
  2. Subjects offered in ITIs should be introduced at the class VIII level onwards
  3. Vocational Skills acquired through ITI’s may be given certificate equivalence to class X or XII
  • Special Need Children:
  1. Independent Board under state to roll out Central Schemes
  • Tribal Children:
  1. Tribal education responsibility to be transferred to education departments.
  2. Undefined ‘Ashram Schools’ need to have KV’s/ JNV’s nearby
  3. Initial grade students should be taught in local dialects
  • Mid-day Meal:
  1. Universalise Scheme-All children in elementary school to be covered.
  • Pre School:
  1. 4-5 year olds now have ‘right’ to pre school education
  2. SCERT’s to train Anganwadi workers
  • Structures:
  1. Expansion of open schooling for dropouts, working kids
  2. Extension of EWS-disadvantaged quota by 25% in minority institutions
  3. No-detention till class V
  4. Merging of non viable schools into composite ones
